In this report, we will review higher education enrollment figures and the trends that have culminated in the present state. All data in this report is from the World Bank and UNESCO.
Higher education is referred to as tertiary education in this report as per the data sources. Tertiary education is defined by the World Bank as all post-secondary education, including both public and private universities, colleges, technical training institutes, and vocational schools.
We will use the tertiary gross enrollment ratio as a metric for the level of tertiary enrollment in a country. The tertiary gross enrollment ratio is the ratio of total enrollment, regardless of age, to the population of the age group that officially corresponds to the level of tertiary education.
